Talk to the people here and make up your own mind in that regard, but I don't believe we are. The locals are simply doing their best to survive and those brought here are too varied..I do not believe we are being punished.
Unlucky perhaps, but do not thinks this a hell or a purgatory.
Guilt is a heaviness that few carry easily, but it is possible and no one need know your transgressions unless you want them to.

The locals have worked with an eye for an eye basis, but otherwise, very little crime has happened here, by all accounts. The danger we all face seems to trump everything in their lives, but that is changing.
I do not have an answer for you, but new crimes should not be ignored.
